In quoting the pubic domain, Associated Press will surely sell you a license. The AP thinks that one who quotes four words or more from an article of theirs that this person would have to own them a license fee.
This is fine, in a way, because I can understand that they want no one to be stealing their work really. Still, I do not understand where theses people are coming from as it is easy to write four exact words from an article without even looking at it.
