Business Safety from the Oil City

The City of Oil in the South Side has been awarded over two hundred thousand dollars towards safety, efficiency and user friendliness. The people of this district, however, may never see this money be put to good use, I'm afraid. This is probably only a show, but that kind of money cannot do much toward the safety of an entire district. Maybe it can assist a little, but nothing much more than that. All according to the way it's used, of course.
